well a static ip you mostly cant change, unless you ask ISP or spoof a MAC to force a new IP and sounds as if you have done that,

problies nothing you can do apart from ring your ISP again and tell they you NEED a new IP,
or get a new ISP with DYNAMIC IP

Try typing this in your internet browser 192.168.1.1 or 192.168.0.1 username and password should both be "admin"

Once in the settings menu look for a setting called clone mac or spoof mac, something along that. Turn it on and change all the number and letter. MAKE SURE YOU RIGHT DOWN THE ORIGINAL. Restart the MODEM (not router)

I get a new ip almost instantly, if your internemt doesnt work let it sit overnight and if its not back in the morning you should change the mac back to its original.

Changing your computer's mac will have not effect on the ip.

I doubt AA would be playable even through a very fast proxy setup

My IP/Subnet is banned by the PB Admin hahaha. I can only play on a select few Pb servers...pretty much ones that are not ACI and so on.

Yea they are fags though - but they are the best to play on. Keeps the anti-cheats happy when cheaters play on their servers :p
